The rule: If you have upgraded units or strong early items, spend the 4 gold to reach Level 4 immediately. This allows you to field an extra unit, heavily increasing your chances of starting a win streak. If your board is completely weak and you have no pairs, it is better to stay at Level 3, save your gold, and accept a calculated loss streak to build up your early economy.
